BT Exchange Enablement Programme
One NorthEast, in partnership with BT, was the first RDA to pay to complete the enablement of ADSL Broadband in all of its telephone exchanges in 2005.
We have also commissioned some work, carried out by Adit North East, aimed at identifying areas in Northumberland which had no broadband coverage and have deployed wireless solutions to provide access to many of the disadvantaged areas.
This two-tiered approach gives the region the best ICT infrastructure of any UK region1.
1A survey, published in 2006 by Community Broadband Network Ltd, has identified that there remain over 1200 “notspots” in the UK. Only 2% of these areas with no broadband access are in the North East, the best of any UK region

eJustice Programme
eJustice was one of the first integrated projects funded by the European Commission under the 6th Framework Programme. For the past 2 years, starting in March 2004, One NorthEast led a consortium of 15 partners across the European Union. Our goals within eJustice were to help transform European industry and society.

eJustice – The Objectives
- Improve the efficiency of legal procedures across the EU
- Create a safe IT environment with the use of biometrics
- Change perceptions and demonstrate that biometrics are not a threat to the privacy of citizens
eJustice – The Successes
- eJustice has delivered a new representation of law, available at http://rechtsinformatik.jura.uni-sb.de/ejustice/lexecute/
- eJustice partners worked closely with Eurojust to help model a complete representation of the European Arrest Warrant
- Our partners were among the first to address the ethical issues surrounding biometrics; we proved that it is possible to store a user’s biometric information and authenticate the user without having to resort to databases.
- The eJustice card has an error rate that is the same as a credit/debit card with a PIN code.
- The Austrian Chancellery now uses the access control which eJustice delivered, and we were able to convince key European decision makers of the importance of our approach.
- eJustice has also given birth to an innovative new company in NorthEast England called MobileGov. While working on eJustice, Michel Frenkiel realised that an IT risk, so far ignored, was becoming critical. Protecting your PC from attacks directed at its software has always been difficult. With the rapidly growing use of USB sticks, protecting your PC from unauthorised equipment has become critical. Michel found a way to protect any hardware and patented his solution with a colleague. The invention generated interest from the French national security services and it went on to win the Best Innovation 2005 award at Capital IT. They now develop the solution through their Newcastle-based company MobileGov. With Cannes City Council as their first pilot user, they are in talks with Symantec to develop a license agreement.
